Every day has four incredibly perfect hours for photography:
Two Golden Hours (the hour right after sunrise and the hour just before sunset) and Two Blue Hours (the hour before sunrise and the hour after sunset.)
The Golden Hour light is a result of the setting sun shining warm light through atmospheric dust particles.
The Blue Hour casts a slightly blue light on your subjects. Since blue and yellow are complementary colors, it is often very effective to photograph street scenes during the blue hour--with the yellow glow of inside lights coming through windows.
Likewise, the Golden Hour is good for photography in which you want a gold glowing cast on your subjects.
